For the residents of BooneHamiltonHendricks and Tipton Counties, CAGI is the administrator of the Housing Choice Voucher Program (HCVP) most commonly referred to as Section 8. The CAGI staff takes service applications, determines eligibility, creates, updates and maintains client files, performs inspections, and recertifies client eligibility as part of their administrative duties.

The agency’s Fiscal Department distributes monthly subsidy payments to the landlords providing rental space to the client participants.

HCVP permits individuals/households who might otherwise not be able to secure decent, affordable rental housing to obtain it. Applicants are required to submit household income information/documentation for the administrative staff to make eligibility determinations.

Availability of assistance is based upon the availability of vouchers which are used to obtain housing from willing landlords. The program monitor may decide to halt the issuance of HCVP vouchers, in which case addition of households to the program is stopped. There is typically a long waiting list of applicants for which vouchers were not available at the time of application, and when vouchers become available applicants are selected from that waiting list on a first-come, first served basis. There are circumstances under which the program monitor may decide to close the waiting list and stop accepting applications. These decisions are not made by CAGI, which is the program administrator, not the program monitor.
